Kingdom Cut Lawncare & Landscaping is pleased to submit its proposal for the complete Great Rivers Greenway Operations and Maintenance Contract.

Kingdom Cut is bidding the full scope, with scheduled services priced in the base contract and authorized as-needed work priced under the As-Needed Exhibit. Our proposed service program covers all named locations, scheduled maintenance requirements, and categories identified in that exhibit.

We understand the importance of maintaining spaces that residents and visitors use every day. Our approach emphasizes dependable scheduling, safe field practices, clean and maintained sites, and clear documentation of completed work.

DeAngelo Ball will provide contract oversight and serve as GRG’s primary contact. Charles Bass will direct daily field operations, crew assignments, inspections, and corrective work. Together, they will connect GRG’s priorities with the work performed on site.

The following proposal describes our full-contract delivery plan. Completed official bid forms, pricing schedules, and any written exceptions will establish the final commercial offer.

Our Approach

One coordinated maintenance program, built around the different needs of GRG’s greenways, parks, downtown spaces, and public amenities — guided by six operating priorities.

Scope of Services

Kingdom Cut’s proposal covers all locations and service categories identified in GRG’s Operations and Maintenance solicitation. Work will follow the site-specific descriptions, final visit schedules, written clarifications, and addenda.

Mowing and turf careCollect litter before mowing; maintain regularly mowed turf at 4–6 inches; mow weekly March–November where required; trim and clear clippings from adjacent surfaces. Complete site-specific aeration, overseeding, fertilization, pre-emergent, and gypsum treatments.
Landscape beds and plantsWeed, remove litter, perform seasonal cleanup and cutbacks, and monitor plant health. Report pests, disease, damage, and dead material through weekly reports with photographs.
Pruning and clearanceComplete tree pruning by March 1 where required; coordinate shrub pruning with GRG; maintain specified clearances of 8 feet overhead and at least 3 feet from the greenway edge.
Trash and pet wasteCollect loose litter, replace liners, maintain receptacles at no more than 50% capacity, refill pet waste dispensers, and report damage. Follow each site’s daily, weekday, weekend, or other assigned frequency.
Surfaces and graffitiClean specified paths, furnishings, signs, and other public surfaces. Address routine graffiti during maintenance visits; refer work exceeding GRG’s 30-minute threshold for an authorized as-needed assignment.

Crews assess weather, equipment, activity, access, and hazards; protect pedestrian and cyclist routes; and promptly report unsafe conditions, incidents, spills, or damage.

Section 12 — Reporting & communication

A shared log will identify site, date, crew, tasks, materials, photographs, delays, corrective actions, and authorized work. Weekly reports summarize completed visits, plant health, damage, open issues, and the upcoming schedule.

Base-contract pricing

Kingdom Cut’s base-contract price covers the scheduled services and quantities identified in the completed official GRG visit and pricing schedules. Pricing accounts for the labor, supervision, equipment, travel, materials, disposal, and specialty-provider costs required for those scheduled assignments, except where GRG expressly provides otherwise.

As-needed services

Kingdom Cut is bidding every category listed in GRG’s As-Needed Exhibit. These services are available at the submitted rates when authorized by GRG. Their inclusion in this proposal does not mean unlimited as-needed work is included in the base-contract price.

Before beginning an as-needed assignment, Kingdom Cut will confirm the scope, applicable rate, authorization, and any separately chargeable items permitted by the contract. Completed work will be supported by service records.

Avoiding duplicate charges

Work already included in a scheduled maintenance visit will not also be charged as an as-needed service.

Changes and additional costs

Changes to scheduled scope, quantities, or separately chargeable costs will require GRG’s written authorization and will follow the executed agreement.

Controlling prices

The completed GRG Form 1, official visit and pricing schedules, and As-Needed Exhibit establish Kingdom Cut’s offered prices. Any proposed exception will be identified on the signed Exception Sheet.
